Written Testimony for Patricia A. Cooper
President, Satellite Industry Association (SIA)
Before the House Foreign Affairs Committee
Hearing on Export Controls, Arms Sales, and Reform: Balancing U.S. Interests (Part II)

No solar power satellites (SunSats) are yet in operation. While all space-based satellites host some type of solar collector for the energy needed to power and control them, no satellites are in orbit today for the primary purpose of gathering energy from the sun and delivering it to earth. Because an abundant and sustainable new source of energy is desperately needed on earth and the current level of technological development will now permit it, a huge new satellite sector is about to emerge relaying energy from space to the ground where it will be used as electricity.

Malaysia has miraculously transformed itself from a mainly rural society to an export-driven economy launched by satellite/space technology, knowledgebased and capital intensive industries. The cornerstone of this economic miracle has become MEASAT, a privately-held satellite broadband services corporation located in Kuala Lumpur, Malaysia.

In July, at the Seattle World Affairs Council, U.S. Army Gen. David Petraeus, leader of U.S. Central Command, discussed how broadband IP network technology won the 2008 battle of Sadr City, Iraq, as unmanned aerial vehicles (UAV) and warfighters using broadband communications on the move played key roles.
